April 6, 2017, Moscow. SBS Consulting experts took part in the Open meeting of the Expert Council under the State Duma Committee on Energy in the section on legislative regulation of energy efficiency and energy saving on the theme:, «"Energy efficiency in heat supply as the only way out of the crisis"».
The main meeting’s questions were examples of modernization of centralized heating systems based on the example of Russian cities; Reserves of energy efficiency growth in centralized heating systems; Legislative and administrative barriers to modernizing and increasing the energy efficiency of centralized heating systems; Contracts for energy services, concessions and the law on an alternative boiler house.
Following the meeting, the key problems of the industry were highlighted: a fairly large number of regulatory agencies, lack of long-term financing and ambiguity with the formation of a unified boiler house.
The participants of the event were Deputies of the State Duma of the Russian Federation, members of the Federation Council, representatives of federal executive bodies, state authorities of the subjects of the Russian Federation and local self-government, the first persons of large energy companies, representatives of the business community and experts.
