- The failure to meet the targets set out in the plan for import substitution of software for industry, the need to ensure information security and the stability of the domestic manufacturing sector, necessitated a comprehensive analysis of the use of Russian and imported engineering software

- Analysis of the domestic software market, compilation of a list of major consumers, and identification of key demand factors
- Analysis of the effectiveness of government support measures in Russia and study of global support practices at the stages of software development and implementation
- Definition of strategic development directions and proposals for government support measures and a plan for their implementation
