- In order to participate in the selection process and receive federal budget funds for the creation of technology parks within the framework of the state program «Creation of High-Tech Technology Parks in the Russian Federation» launched in 2006, it was necessary to prepare an application and defend it before the Ministry of Communications of the Russian Federation

- Defining the concept of the technology park, including its industry specialization and objectives
- Defining the composition and characteristics of the technology park’s infrastructure and developing a preliminary concept for the technology park in collaboration with a potential developer
