Client Situation
- The current state policy in the field of energy efficiency required changes, which led to the need to develop and implement a state program to improve energy efficiency for the period up to 2020 in order to achieve significant progress in this area
Approach
- Analysis of the current government program in terms of technical measures to modernize and improve the efficiency of facilities, regulatory mechanisms, and targets
- Analysis of energy consumption patterns and energy saving potential across the entire Russian energy balance chain: from extractive industries and electricity generation to the residential sector, from rail transport to road transport
- Development of public policy mechanisms for each sector of the economy, identification of needs and sources of funding
