- High import dependency (94% on average across segments), significant lag in the technological level of domestic equipment compared to imported counterparts, and the lack of favorable conditions for machine tool manufacturers in Russia led to the need to create effective tools for the development of the industry and favorable conditions for domestic manufacturers of non-metal-cutting machine tools
