Evaluation of an investment project for the construction of energy recycling plants for municipal solid waste (MSW) using the "energy from waste" technology

Client Situation

  • As part of the evaluation of the investment project, the task was set to verify the operational and financial models of operation of four plants for the energy utilization of municipal solid waste (MSW) in the Moscow region with a capacity of 700 thousand tons/year each

Approach

  • Conducting an analysis of the regulatory framework for waste management in the Russian Federation in the part applicable to Facilities
  • Conducting an analysis of legislation in the field of extended producer responsibility (EPR) in terms of the possibility of obtaining additional financing
  • Assessment of the stability of the operational model of the Facilities in terms of uninterrupted supply of MSW in the required volume and the necessary morphological composition
  • Conducting an analysis of legislation on the handling of products produced after the energy utilization of MSW – ash and slag waste, with an assessment of the financial implications for the project economy
  • Development of an approach for the management of waste generated after the incineration of MSW, in accordance with current legislation
